NJMC's Permit-Tracking Program The NJMC's Division of Land Use Management (LUM), is responsible for enforcing the New Jersey Meadowlands zoning and subdivision regulations, as well as the Uniform Construction Code. LUM oversee the review and approval/denial of development permit applications in the Meadowlands District. Property and pertinent application information are tracked in CityView. CityView is a fully functional database that relates any type of information to property-based information. Information stored in CityView is accessible through on-screen forms that are customized to fit within the permitting process workflow. Examples of the information stored in CityView include:
MERI has overseen the database development and management for this program since 2001. Over time, new forms and automation procedures have been added based on increase usage and program familiarity. New forms for Certificates of Occupancy, Violation Notices and Zoning Certificates were developed to coincide with new policies and Commission directives.
LUM staff are also able to access their data in a spatial format, utilizing MapObjects, where they can view a wide array of maps to assist in their decision-making. With exponential growth in database size, user forms and product technology, MERI now has the tools to develop online access to CityView. We are currently testing Phase I of our Online Permitting environment, which will allow applicants to view the status of their application along with important property information. Once Phase I is complete, we will start Phase II. Online Access Phase II will consist of online submittal and payment of applications.
